I had this issue on my Surface running Window 8.1. I installed DirectX and it's been fine.
SNES9x's "home" is here:

However, the site per se doesn't have any actual downloads. The download I got was "1.41-1" from this page:
http://www.lysator.liu.se/snes9x/
At first, the EXE will "fight" with you, giving some sort of DirectX error. Select "Cancel", and then keep clicking the "X" of the error window until it stops griping. I'm currently going through SNES9x versions until I come across one that doesn't give these errors.
