I couldn't find it anywhere online. I did find the Atari Jaguar manual if you're interested in that.
I'm sure you're not really interested, but eBay has The Genesis game with box and manual for $13.

Would it be possible for you all knowing and resourceful folk to find and scan a copy of the instruction manual for Dragon: The Bruce Lee Story on the Sega Genesis?
