Hacking or creating games

How tough is it to hack games? could i add a different course to the original Golf for NES? Does anyone already do this?
Also, how difficult is it to make 8- or 16-bit games from scratch? I've been thinking about putting my long-time D&D campaign into a playable Final Fantasy-type format and sharing it with the world. Maybe I'm just dreaming.
