It's probably Spy Hunter or Super Spy Hunter. Everyone has played Spy Hunter and this review for Super Spy Hunter seems to match what he's talking about. NES? check. Top-Down? check. car? check. shooting? check. powers? check. bullets and design change? check and check. Maybe he knows it as the Japanese title of Battle Formula. What region would India get?
Could also be a multi-scenario game like Vice or Ghostbusters.
