Sounds like you don't have directx installed or it's out of date. Download that file and put it in your system32 folder and see if that works.

I'm having the same problem with the VisualBoyAdvance M, the only one I can dl here.
The message I get is thus:
Unable to Locate Component
'...d3dx9_43.dll was not found...'
This was tried on both WinXP and Win7, and with two different downloads. The only shared characteristic is that it was from a flash drive, and not downloaded directly to either computer. Since neither are hooked up to the net, direct DL is impossible.
I really would like to try some of these games, so, if the VBAM can't be fixed, do you know of any other emulators?
