Try WinRAR. It's free, and seems to work with these files just fine. :-) It also supports split-archive files, for those really big files you can't get to fit on a single disc.

It also - for whatever reason - will open ISO files as well. I'm not sure why they included that feature, but it is interesting if you want to examine the contents of CD-based games for the Sega CD and such. :-)

I'm not familiar with WinZip's 7z capabilities but perhaps these use settings it doesn't like. Do any of the PS2 games unzip for you? I'd suggest trying the latest release of Winzip 19 or use 7zip.
