It could be a size issue. For example, a FAT32 partition cannot store files over 4GB and I see Rogue Galaxy is 4.2 GB. If your C drive is formatted FAT32 you won't be able to save the whole file.
I use 7z for these types of files, and when I download it from vimm and it gets done, usually it opens up the window so I can extract it to where I need to. This one however says: 'Can not open file C:etc etc etc\Rogue Galaxy.7z as archive.'
