I think Vimm never added it to the vault (he never said why, but I assume it is because he never found a valid ISO online and never owned the game). Maybe you could ask over at r/Roms if someone has the game and is willing to send (share) an encrypted ISO + dkeys with Vimm? Or maybe someone here owns it and is willing to share the ISO?
By the way, I have no idea if Vimm takes contributions; that'll probably have to be done through private message/email with him, but I don't really know.
