For future reference, check to see the emulator's wiki or forums to find out if the issue is noted, and whether or not it has a fix. Might just find it for a game that need sone.

The two test configs in blue seem to mention a similar problem, so this may or may not be fixable. You could try the fix noted for the NTSC-U config - "Hack Time of EE of Multi porpuse" though I can't confirm if that'll work or not.
