There are cases where the 2 hour window isn't enough, like MS Flight Simulator, which spent over 2 hours for most people downloading the launcher and extra content.
In most cases, 2 hours should be enough but for bad releases, you can easily fill that time up trying to fix stuff.

"The 2 hour window is not enough time". What a terrible take. That's plenty of time. Demos generally give less than 2 hours of content anyways. I routinely use the refund policy to test games. If the game isn't good, it takes like 10 minutes to know that.
