Have you tried downloading and running the Microsoft Virtual C++ Redistributable?

I can't open the RCPS3 due to it saying MSVCP140 and VCRUNTIME can't be found. I have redownloaded the file a couple of times and ensured the download size is the same as the file I have. Am I doing something wrong?
