Strange... other than a few games, my epsxe runs fantastical. I'm running vista64, geforce 8200, phenom x3 2.1. Though, faster paced games like MegaManx games runs quite smoothly, whereas slow paced games like Dragon Warrior 7 runs horribly. I'm also having visual issues when running Xenogears, which gives me a "sad face." Other than that most of the games run quite well.

I can get ePSXe to work fine with few glitches for myself, but it's hard for me to describe the steps needed to configure the plugins. Additionally, because PSX games are so big I won't download them to see if I can duplicate the problem to then try and fix it. Also, Blade Runner = Best Movie Ever.
