Sorry for the delayed response. For whatever reason, I haven't been able to locate this ROM per se. I'm starting to think that the full version of this game was released under a different title, and the title you've given was only distributed as a prototype.
If you ever come across the actual game, I imagine it will be incomplete, like the NES release "Drac's Night Out", where the third or fourth level is unbeatable.

I hope this doesn't break the forum rules, but I am curious if anyone can find me the "Pokemon Infinity" ROM for GBA.
It seems the only link that leads to the actual ROM leads to a turbobit download that doesn't exist and a "sharple" website or something that also doesn't exist.
Can anyone find it for me?
