It would seem that you are right... these games only have iso files...
I've researched a bit and it seems that the .iso is just a mash up of the BIN and CUE files. I tried to search for some ISO to BIN/CUE converters, but they all look sketchy...
Unfortunately, this is as far as I can help. I would suggest trying a different emulator for these roms, or look for a different source for the BIN/CUE for them. It would be nice if the Vault would be consistent with filetypes. Though there might be a reason those are ISO. I don't know.

I downloaded the Marvel game you did and it has a Bin and Cue file. Power Pros and NCAA Football only have ISO files.
