It's the website. For me it averages around 400-700 kb/s, mostly around 550.
I've been noticing that downloads here ae much slower than stuff like steam where I can download a 1gb file at the most in 1 minute vs 30 minutes for a 700mb file. IDK if its the site, my browser, or my internet crapping out.
