Problems with the PS2 Vault

I can't seem to download anything off of specifically the PS2 vault. I've tried quite a few different titles, including:
Ultimate Spider-Man Limited Edition, Shadow of the Colossus, and Kingdom Hearts. Every time I try one it gives me the 401 error, "Please wait for your download to finish before starting another."

I can still download off of the GameCube Vault, no problem.
(I've got Mario Kart - Double Dash going now.)
