Which version of Windows? What steps did you take to try and install the emulator? Maybe try taking a screen shot of what you have so far and uploading it to imgur?
All you really have to do is download it from the Emulation Lair, extract it, create a bios folder inside the new folder that was created when you extracted it, download the BIOS file (also in the Emulation Lair), put the BIOS file in the new bios folder, run the PCSX.exe, and follow the instruction
