Chances are it's the emulator. What OS, emulator, and emulator version are you using?
For Genesis I would recommend BlastEm. It's a high accuracy emulator and should play everything perfectly

I just downloaded Sonic 2, and for some reason the boss for Aquatic Ruin Zone does not load. The boss theme plays, but the pillars don't rise and Robotnik does not appear. Any ideas?
