Wiiware, as far as I know, is not for sale. I don't think it ever got ported to the Wii U. But I think you're right on DSiware, because I recall it being transported to the 3DS e-shop.
This is a post more suited to the request board and I think all of these have been answered at one point or another as to why they aren't here.
The WiiWare and DSiware stuff is still for sale isn't it? If so that's the reason it's not available. And as for the non-US games I remember there being a thread somewhere where Vimm explained why there aren't a lot of those games (Terranigma being an often requested game that's missing from the vault, for example). I don't remember exactly why that's the case though and it's take some digging to find it in the boards.
