About certain game ratings

Whats up with some of the ratings for games like Metal Gear solid 2 and 3? Even the expanded versions have terrible ratings. Are people just down voting them because they are popular or is there something wrong with the roms themselves? I see that with the original crash games as well for PS1. Anyone have an info as to why this is the way it is?
