If you can, a core i7-9700k is a solid choice for around 300 dollars. I can run rpcs3, modern steam games, and vr. But you'll also want a strong enough graphics card to handle rpcs3 and modern steam titles.

I'm looking for a CPU that I can get for around 300, maybe 400 dollars.

I just want a good CPU for steam and to handle something as new as RPCS3.
