Graffiti Kingdom PS2 Broken

I tried downloading one of my childhood games, Graffiti Kingdom for the PS2, for some reason it always downloads up to 1.7 GB out of 2.1 GB then suddenly stops downloading and says it has a "Server connection issue", is the rom broken? If anyone has help, it would be appreciated.
