I should have also mentioned Terranigma (SNES) and Vib-Ribbon (PS1) which both have English translations in their PAL versions, yet neither game ever had a US version released.

What about English-language non-US ROMs and ISOs (like UK or Australia) that basically don't exist in the US?
For example, I only just discovered like a month or so ago that the PAL version (and possibly the Japanese version) of Bust-A-Move 3000 on the GameCube, which in PAL territories was named Super Bust-A-Move All-Stars, has a 4-player mode. Bust-A-Move 3000 (US version), by contrast, maxes out at 2 players.
