Yeah, it means that there's only one version. Common for early games (NES, Sega Master System), which were often produced in English only and not in Japanese, French, Spanish, Korean, etc as modern games would be.

My only guess is it's a version meant to be used worldwide or is a generic version to then be made for specific regions, though I don't know about this so don't take my word for it.
