Is yakuza 2 like this for everybody?

I couldn't complete yakuza 2 on my ps2 because of it being on a DVD9 and the ps2 not being very well at reading those, so I decided to emulate it.
The framerate is SO LOW during the segments when you're in the city and just walking around.
I don't have the best system, but I can run games like The new System Shock remake with no problems.
