I've heard some anti viruses like Norton or something have built in ad blockers, though I don't know much more since I don't stay in the know with most anti virus. I just use Malwarebytes and call it a day.

Yeah, maybe. Every third download or so, it tells me that I have an ad blocker running. If it's the anti-virus software, I don't know how to clear it.
