TLDR: Based on my experiences in Canada and everyone around me DLL links are fine, VPN is necessary for torrenting tho, still see your country's laws and ur ISP for the specific case of yourself.
Full summary:
I won't mention my ISP due to privacy reasons but in Canada personally I've never really gotten a fine from downloading in DLL form nor everyone I do know.
However within my circumstances involving everything I use a VPN for torrenting as to mask my identity from my ISP as peer to peer file networks are more easy to get caught then (again, DLL links).
Getting back to the topic of fines, while it's unlikely in Canada from my experience to get a fine for DLL links getting a fine for torrenting is way more likely without a VPN.
I even know a good friend who got fined a time or two by simply forgetting to turn on his VPN.
But these are my experiences, consider on which country you live in, your method of piracy, the laws and the ways that ur ISP treats things with piracy.
