I'm sure it will eventually, some Vaults for older systems just opened up to crowdsourcing recently.

Will it eventually be added? It seems logical to do so, considering how it is a significant entry in the Ratchet & Clank series? This site hosts foreign versions of ROMs as well, so I think an exception could be made?
