DLC with the Game

Here is a Thought I know Some People don't have the Skill or Money to buy the DLC for the PS3 why don't put the DLC with the Games if there is any Like Black Ops and Black Ops 2 and WWE 2K14 , 2k15 , 2k16 and 2k17 I am just saying
