Xbox Aracde and PSN Games

I'm aware that the core library (redump?) Vimm draws from when building the 360 and PS3 libraries does not include Digital Only games only the disk. But why isn't there any option to upload it if someone does happen to have it? Obviously, you can find other options to find them (and I have) but I wonder what the possible reasoning for excluding them is. WiiWare games have their library. Great work anyways.
