Update, through more tribulations it was not the files. For anyone having similar issues with any game, it was loading the files into the emulator the first time caused an error, I had to delete the files in dev_hdd0/game , once i did that it worked.

The files for Ar Tonelico Qoga are corrupt and can't be used. Redownloaded twice to test. Can this be fixed?
