Sonic the Fighters for PS3 was a PSN digital-only release, and the PS3 vault currently only contains physical releases. You'll have to try another site, such as Myrient or the Internet Archive, for that version of the game.
However, the game was also included as part of the Sonic Gems Collection on Gamecube and PS2, so if you prefer to download from Vimm that is where you can find it here.
