Both versions appear to have this issue when I tried them. NA version just went into the cutscene with Japanese subtitles/no audio straightaway.
The EU/World version (at least the first time I opened it) immediately opened the main menu, where I could have changed the subtitle settings and language if I wanted to. I closed the emulator without changing it at the time, thinking this would happen again and I'd be able to change later...
But every subsequent time I've opened the EU/World version, it does the same thing as the NA version (going straight into the cutscene with no sound/Japanese subtitles). Even when I change the language settings, if I close the game and open it back up again then it reverts back to no sound/Japanese subtitles. My understanding, insofar as my research, is that this is an issue unique to the Japanese language settings (because the translation was never completed).
So unfortunately I'm unable to watch the opening cutscene with sound at all, because if I change the settings now it will just revert back to Japanese -- on an unrelated note, Jak II also did this for some reason (even though that was initially in English when I downloaded it). Every time I opened it after a certain point, everything was Japanese and I had to manually change it back... every time. Thankfully there wasn't a "no audio" issue with that one.
What I may try and do is delete the EU/World version, and download it AGAIN to see if I get the main menu the first time I open it (like the first time I downloaded/opened that version). I've read in some places that if you change the language settings the first time you open it, then it'll stay that way for Jak 3 every subsequent time you re-open it... though that seems to be contrary to my experience with both Jak II and Jak 3, but I'll give it another try.

Which version are you using? The NA version works fine for me on the latest version of PCSX2.
