Using 7-zip, extract the files from Vimm's Snes9x-1.53.exe into a new folder on your Desktop. Run snes9x.exe from there and see if that makes a difference.

I already tried that thinking it would bring up the menu options but it doesn't. I even tried it again after you suggested it. I also tried playing around with the background settings thinking maybe one of the layers was turned off but that didn't help either. I really want to play this game but it's pretty difficult to start a new game when there is not New Game option to select on the title screen.
