I know Kegs/Fusion does this for Sega CD, as I ran a European-based release from there. Playing EU Sonic CD *without* having to own a European Sega CD was a real high for me. That game is the one reason to own the European version of Sega CD instead of the Japanese or North American version.

Well it'd probably be best to check the info on the emulators here yourself for the most up to date info, but I think PCSX2 supports that feature? Not entirely sure.
