Wii U usb helper doesn't download 3ds games anymore, a firmware update in 2019 updated the eShop security and it no longer works. However, the next best thing is hshop.erista.me . hShop is a nearly complete backup of the 3ds eShop, even including themes and videos.

I believe the Wii U USB Helper also download 3DS games, though I last used it back in 2018 so it may not be a thing now.
