Even going by generations, 2025 is probably the earliest we'd get any news about the PS6, which would mark two generations past the Vita. Games are added to the vault even if they can't be emulated yet, so it's not about emulators. I can't speak for Vimm, but I would guess that the wait period is so this site stays a site for retro game preservation and doesn't become a cracks or warez site. There's plenty of other places out there that share downloads for newer games if you really want them, but since those places don't always last that long while Vimm has stuck around more than 20 years now makes me think this policy has its purposes.

Yes, but the 360 vault was added roughly in line with the 2 generations old policy and not the discontinuation of the console (which is still technically supported due to the way Xbox Live compatibility works).

If it's because of emulators, there is this one called Vita3K that got a massive update last year that dramatically improved it.
