I was never a fan of any Dreamcast games, so I never got into emulating it. I think Chankast was the only semi-successful emulator, but it hasn't been updated in like four years. So it might not even work with Vista. But if you really think it is worth trying, Chankast would be your best starting point.
As I recall, unlike PSX games, DC game discs cannot be read by a PC CD/DVD-ROM drive so you would have to download all the games (if you can even find them) and they will be much larger than older system ROMs.

My machine really isn't fast enough to do Dreamcast emulation. It doesn't even do N64 emulation well, even with a frameskip of 11. :-(
