Making Pokemon Hacks

A couple of questions...
1) If I were interested in making a Pokemon hack (say in same format as RSE), what all setup would I need in order to do this? Even if it's just a map editing pack, that would be cool. I've always been interested in making my own map with a cool story.
2) Will Pokemon hacks ever be available on this site, or just the basic ROMs of original games?
