This has happened a few times, if there was demand for it, like the Mother 3 translation.
Certain games here have actually been translated as well, the only two I know so far are Dragon Quest V (For the SNES and PS2) and Star Fox 2

Is it possible to get ROM hacks that have been only released in Japan, but somebody has localized the game and made it in English. I just think there are a lot of games only released in Japan that have not really been available to Western audiences.
