Legally, no, you're only allowed to make your own backup copy, downloading a ROM is always illegal, even if you own the game.
It's legal to download a ROM of a game that you own and hasn't been distributed, sold, and commercial for a long time. For example, I downloaded super smash bros brawl from here. I already own the game, and its over 10 years old now, it hasn't been sold for a long long time.
