wow those specs are WAY off. yeah you'll probably need and i7 (or amd equivalent) but a 3070? something a bit lower end will suffice.

I run xenia just fine on a Ryzen 5 3600 and Nvidia 1080ti.

Mod a used $40 Xbox, Xbox emulation is still in its infancy when compared to Sony and Nintendo emulators.
