Upon a quick inspection, I believe it's the PS1 version of RE2 that has 2 discs. It seems that the Gamecube version only has one.
Wikipedia says this: "Unlike Resident Evil 2, which features two discs with two different protagonists, Resident Evil 3 is a single-CD game that centers mainly on Jill Valentine."
Resident Evil 2 was released on a few systems AFAIK, so I'm not sure which versions had two discs or not, but I believe this confirms that Resident Evil 3 just doesn't have 2 discs.
