I'm afraid I can't answer the question about whether it will be here ever, but what I can tell you is digital only games can definitely be made into ROMs. Hell, there's a Wiiware section here now.
I know Ratchet Deadlocked is on PS2, but the PS3 store is closing in August. RDHD was a digital only release and will be lost in time as soon as Sony pulls the plug. For the sake of Preservation, is it possible to put the HD version on Vimm? Can ROMs even be made of digital only games?
