Placing it in the listing won't always prevent the problem. At least one seller took it a step further, so that the site itself prevented buyers outside of certain areas from actually purchasing the item. In fact, that's the case with the wind-up game I tried to purchase; try it out yourself. This is the option I was talking about. There must be some way to get the option turned on in your items page.

It could have been, this was right around the time they changed to the new short-form seller listing, which is terrible. However, I did specifically state in the listing no buyers outside the US and the shipping option was setup to only give quotes for US zip codes (so the winning bidder wasn't even able to pay, or even see the what the shipping charge would be, until I sent him a quote). Most likely the buyer just ignored all that. I read about it happening all the time and eBay customer support (which threw out its chat and email options, you have to call India now) offers no help.
