The downloads seem to just be stopping sometimes for me as well, but if downloads don't start, it could be 1 of 4 problems:
1: You are using a download accelerator
2: You are using internet explorer
3: You are using Windows Vista (Or XP, not sure which one it was)
4: You are clicking off the page you downloaded from before it starts
As for the download speeds, everyone is getting slow download speeds, probably because most of Emuparadise's traffic is coming here now.

Not exactly, but mine keep dropping to 0 for long periods of time and then starting again. Took me 9 hours to download smash bros melee. Seems to just happen sometimes, and not others.
