I have encountered this same problem.
It only happens with Japanese translation project games like Policenaughts
when the downloaded file is unzipped, rather than containing an iso, ccd, cue, img, sub file(s)
- using the example of Policenaughts: I find 4 text files.
is there something i need to do to merge these files or to convert them?

Do you have PCSX installed in the Program Files folder? Are you running a limited account?
