If the servers are still running, then at the very least the ROMs should work on original hardware. There are also fan-made projects to create custom servers for games where the original servers were taken down. I know there are custom servers for Phantasy Star Online, for example.
Ultimately, these ROMs are included for archival purposes. Just because they might not be fully playable anymore doesn't mean there isn't any value in preserving them.

how do online games work? games like Final Fantasy 11 and 14 are MMOs and are online only, so how do those roms work?
