No, updated games are present only for those games that were released on discs. God of war 3 was released initially with version 1.03, got several updates, and then was re-released on a disc as platinum collection. But not many games got the same treatment.
You can download ps3 game updates using utilities like https://github.com/shinrax2/PS3GameUpdateDownloader. It's just a bunch of pkg-files, that are not hosted on this site. But surely they should be, because those files are part of games and without them, those games are incomplete.
As you've seen the announcement of 13th of January, the ps3 collection is considered to be complete. But it's not! It contains collection of incomplete games without those pkg-files!
And by the way, collection is still incomplete, because it lacks Gran Turismo 5 XL edition with ID BCUS-98394. It's BCUS-98114 in reality.

Doing a little bit of clicking around it seems most games in ps360 era have the version available as an updated one, but some games, like GOW 3 (https://vimm.net/vault/25018) have a little drop down version thing, to allow you to decide which version you like. Not sure if we'll eventually get every version on here but it seems like they're working on it.
