I'm not sure what you're asking for. Do you want to play Sonic 3 & Knuckles on a different device, or do you want to play it on the bottom screen of the DS?
The ROMs in the Classic Collection are pretty much identical from the original Genesis games, only with multiplayer removed. The Classic Collection doesn't have a specific ROM for Sonic 3 & Knuckles, rather it has two separate ROMs for Sonic 3 and Sonic & Knuckles and then emulates the Genesis Lock-On feature. For third-party emulators, Genesis Plus GX is the only one I know to support Lock-On, so you could use that with the two Classic Collection ROMs to play it on another device.

Heyo! So I happen to own a DS Lite combined with a Flashcart (SuperCard DSTWO that I've preserved for quite a long time). And I was quite curious if someone can help me get the Sonic 3&K rom from the Sonic Classic Collection DS Game. I know it seems a bit weird (because I'm literaly asking a rom from a DS GAME) but my top screen is busted thus making the game unplayable without a different emulator. I'm so sorry for the trouble and please let me know if someone can help!
